PROBLEM TO BE SOLVED: To provide a power transmission controller, a power transmitting device, and electronic equipment, capable of executing appropriate non-contact power transfer. SOLUTION: The power transmission controller 20 transfers power from the power transmitting device 10 to a power receiving device 40 by electromagnetically coupling together a primary coil L1 and a secondary coil L2, and is installed in the power transmitting device 10 of a non-contact power transfer system which supplies the power to a load of the power receiving device 40. This controller also includes a control part 22 which controls the power transmitting device 10. The control part 22 includes: a power transmission control part 31 which controls the power transmission sequence of the power transmitting device 10; and a power control part 32 which variably controls the size of the power transferred to the power receiving device 40. The power transmission control part 31 starts temporary power transmission for information communication between the power transmitting device 10 and the power receiving device 40, before commencement of normal power transmission from the power transmitting device 10 to the power receiving device 40. The power control part 32 variably controls transmission power during normal power transmission so that the size of the transmission power during the normal power transmission is the same as or different from that of the transmission power during the temporary power transmission.
