<P>PROBLEM TO BE SOLVED: To provide a piston ring capable of suppressing the friction with a piston under the condition using lubricating oil, and to provide an internal combustion engine having the piston ring and capable of ensuring the required sealability. Ž<P>SOLUTION: The piston ring 10 for an internal combustion engine is used under the condition using lubricating oil L, and has an oil sump groove 54 being the surface treatment for promoting formation of an oil film at least on a lower surface 10A being an end face on the side opposite to a combustion chamber side.
