PROBLEM TO BE SOLVED: To make pre-heating degree of raw material uniform by decreasing a percentage of small particle raw material or powdery raw material staying in a raw material filling layer to prevent increase in pressure loss and drift of hot gas. SOLUTION: This pre-heater 100 includes: a casing 1; an inner cylinder 1a, a raw material feeding part 2; a bridge-like structure 5 provided above the raw material filling layer 4 in a raw material passage 3, a hot gas inlet part 6 from which hot gas is introduced into the raw material filling layer 4; a hot gas outlet part 7 from which the introduced hot gas is discharged to the outside; an extract pipe 8 for extracting the small particle material and powdery material existing between the particles of the raw material together with hot gas introduced from the hot gas inlet part 6 from the interior of the raw material filling layer 4 to the outside in the vicinity of the structure 5 in the raw material filling layer 4; and a raw material discharge machine 9 for discharging falling raw material. The extract pipe 8 is connected to a gas quantity adjusting valve 10, and some of hot gas in the raw material filling layer 4 joins the hot gas discharged from the hot gas outlet part 7 through the gas quantity adjusting valve 10.
