PROBLEM TO BE SOLVED: To provide a heat insulating wall easily constructible and excelling in heat insulating performance. SOLUTION: The heat insulating wall 1 comprises an internal wall 2 of concrete structure constituting an indoor space; a plurality of furring strips 6 fixed to the indoor side surface of the internal wall 2 by concrete screws 5; a vacuum heat insulating material 4 formed by decompression-sealing a core material 12 with a jacket material 11 and arranged so that a core material part with the core material 12 between the jacket materials 11 substantially contacts the indoor side surface of the internal wall 2 between the mutually adjacent furring strips 6; board members 8 fixed to the furring strips 6 to cover the vacuum heat insulating material 4 from the indoor side; and wallpaper 9 stuck to the board members 8. The furring strips 6 have a thickness not less than the thickness of the core material part. The jacket materials 11 at portions with no core material 12 between them are brought into close contact with each other, and the jacket materials brought into close contact are heat-welded to each other to form the vacuum heat insulating material 4. The jacket materials 11 at all the close contact portions are heat-welded, and only a part of the heat-welded part in the vacuum heat insulating material 4 is located between the furring strips 6 and the board member 8.
