<P>PROBLEM TO BE SOLVED: To properly restart without requiring any help in a fuel cell system. <P>SOLUTION: The fuel cell system comprises: a fuel cell 10 for supplying generated power to an external power load 35 connected with a system power source 33; a modifier 20 for supplying a fuel gas generated by modifying a fuel for modification to the fuel cell; and a control device (system control device 40, an inverter control device 31d) for controlling an operation of the fuel cell 10 and the modifier 20.
