PROBLEM TO BE SOLVED: To detect an abnormality due to an internal short circuit within a battery cell. SOLUTION: If the internal short circuit occurs within a predetermined cell block 10 in a constant current charging area, a secondary differential value of a voltage and a secondary differential value of a charging current are compared with respective defined vales. If the secondary differential value d<SP>2</SP>V/dt<SP>2</SP>of the voltage is smaller than the defined value and the secondary differential value d<SP>2</SP>I/dt<SP>2</SP>of the charging current is equal to or larger than the defined value, it determines that the abnormality occurs due to the internal short circuit. If the internal short circuit occurs within the predetermined cell block 10 in a constant voltage charging area, the secondary differential value of the charging current and the secondary differential value of the voltage are compared with the respective defined vales. If the secondary differential value d<SP>2</SP>I/dt<SP>2</SP>of the charging current is larger than the defined value and the secondary differential value d<SP>2</SP>V/dt<SP>2</SP>of the voltage is equal to or smaller than the defined value, it determines that the abnormality occurs due to the internal short circuit.
