<P>PROBLEM TO BE SOLVED: To provide a passenger conveyor capable of solving staying of users near the exit of an escalator and safely utilizing a train in the time band when there are many users for the train and even when the diagram of the train goes wrong. Ž<P>SOLUTION: In the passenger conveyor capable of varying a speed has at least two stages of varied speed, a first speed setting circuit 10d is selected when a comparison circuit 10c is in a time interval of T1≈T2 as to the speed setting circuit 10 to generate operation speed instruction S1, and the conveyor is operated at a usual speed. Besides, when the comparison circuit 10c is in the time interval of T1>T2, a second speed setting circuit 10e is selected to generate the operation speed instruction S2, and the conveyor is switched to a lower speed than the first operation speed.
