PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor and an image forming apparatus, capable of improving withstand voltage characteristic to positive charge while reducing afterimage. SOLUTION: The electrophotographic photoreceptor 10 for negative charge comprises a conductive substrate 10A, and a photoconductive layer 102 located on the conductive substrate 10A. The photoconductive layer 102 is formed of a non-monocrystalline material mainly composed of silicon, and contains an element of the thirteenth group of the periodic table in an atomic concentration ranging from 2.5×10<SP>14</SP>[l/cm<SP>3</SP>] to 4×10<SP>15</SP>[l/cm<SP>3</SP>].
