PROBLEM TO BE SOLVED: To provide a coating apparatus and method for a steel bar, by which a powder coating material can be uniformly and thinly coated on a surface of the steel bar by simple constitution. SOLUTION: The coating apparatus 10 for the steel bar comprises a conveying means 11 for conveying the steel bar 15 in an axial direction, a heating means 12 for preheating the steel bar 15, a coating means 20 for carrying out electrostatic splay of the powder coating material onto the surface of the preheated steel bar 15 and a cooling means 30 for water-cooling the steel bar 15 subjected to electrostatic splay of the powder coating material. The coating means 20 is equipped with a chamber 21 which has an entrance and an exit at a passageway of the steel bar 15, an annular support member 22 which is arranged in the chamber 21 so as to surround the passageway, a plurality of splay pipes for splaying the powder coating material toward a center of the passageway by a plurality of support holes provided at the support member 22 and a coating material supply source for supplying the powder coating material to respective splay pipes.
