PURPOSE: A styrene-butadiene adhesive composition is provided to ensure fast initial adhesive strength, fire retardancy, high adhesive force in a horizontal direction, easy deintercalation in a vertical direction, and high final adhesive force and to prevent damage to the surface of packages. CONSTITUTION: A non-slip flame retardant composition comprises at least one or two polymer blend 2~30 parts by weight; dichloromethane 70~98 parts by weight; and at least one or two polymer blend selected from hydrogenated polyisobutene, hydrogenated polyterpene, and hydrogenated rosin. At least one or two polymer blend is selected from a vinylacetate polymer of chemical formula 1 with an average molecular weight of 10,000~200,000; a vinylalcohol polymer of chemical formula 2 with an average molecular weight of 10,000~250,000; a styrene-butadiene copolymer of chemical formula 3 with an average molecular weight of 10,000~200,000; and a block copolymer of chemical formula 4 with an average molecular weight of 10,000~200,000.
