PURPOSE: An obstacle detecting device and a method are provided to effectively extract points used for a data matching. CONSTITUTION: An obstacle detecting device comprises a model data manage part(140), a distance data measurement part(110), a matching data extract part(120), a matching perform part(130), and an obstacle detecting part(150). The model data manage part stores and manages a model data which displays 3D environment. The distance data measurement part measures a distance data. The matching data extract part extracts a matching data located in an intersection point/line among the distance data. The matching perform part performs a matching with the model data using the extracted matching data. The obstacle detecting part detects the obstacle using the result of the matching.
