PURPOSE: A permuting apparatus and a method thereof having resource granularity for wireless communication are provided to perform communication between a distributed permutation and local permutation. CONSTITUTION: PRUs(Physical Resource Units) for a local resource allocation is mapped in one frequency partition(S501). PRUs for the dispersion resource allocation are mapped in the frequency partition. The subcarriers of PRUs for the dispersion resource allocation are through the whole dispersion resource allocation domain frame(S502).
