PURPOSE: A surge absorber and a method for manufacturing the same are provided to prevent a discharge medium from being damaged by filling the discharge medium in a concave part of the element. CONSTITUTION: A surge absorber(30) includes a first gap electrode(32), a second gap electrode(34), and a discharge medium(36). An element is formed by stacking a plurality of sheets. The first and second gap electrodes are formed on the different sheets of the element. One side of the first and second gap electrodes are diverged to be exposed to both sides of the element. One side of the first and second gap electrodes are overlapped. The discharge medium covers the gap between the leading ends of one side of the first and second gap electrodes. The concave part is formed in both sides of the element. The discharge medium is filled in the concave part.
