<p><P>PROBLEM TO BE SOLVED: To continue interaction with a user without break by generating an appropriate response. <P>SOLUTION: Speech recognition of user's utterance which is input from a microphone 12 is performed, and morphological analysis is performed. A "verb" or "case element+case" included in its recognition result is identified, and it is determined whether at least either recognition result of the identified " verb" or the "case element+case" is reliable. When it is determined that at least either recognition result of the "verb" or the "case element+case" is reliable, a response sentence which uses at least either of the "verb" or the "case element + case", which is determined as being be reliable is generated. When it is determined that neither of the recognition results is reliable, the response sentence of a fixed form is generated.
