PROBLEM TO BE SOLVED: To achieve a wiper motor adapted to surely transmit the rotation of a motor body to an output shaft while reducing the rotation speed; and a wiper device equipped with the wiper motor. SOLUTION: The wiper motor 10 is provided with: a ring gear 48 having an internal teeth 48A; a planetary gear 50 having at a circumferential part thereof an external teeth 50A engaged with the internal teeth 48A of the ring gear 48, and having a pitch circle diameter larger than the pitch circle radius of the ring gear 48; a motor body part 10A having an armature shaft 14 disposed coaxially with the ring gear 48 and eccentrically coupled to the planetary gear 50; a motor output shaft 36 supported rotatably around an axis parallel to the armature shaft 14; and a rotation ejection mechanism 56 for ejecting rotation from motion accompanied by the revolution and rotation of the planetary gear 50, and converting the rotation to the rotation of the motor output shaft 36.
