The device has an arc-shaped element (100) and a spring (200) designed such that the device stores energy during a phase of actuation of a rotary movable element e.g. cable pulley (300), and delivers the energy stored in another phase of actuation of the rotary element. The arc-shaped element and the spring are designed such that the energy delivered in the latter phase is reduced for the actuation of the rotary element by a control person. The arc-shaped element is implemented as a sheet metal part. An independent claim is also included for a motor vehicle seat comprising a tiltably supported backrest.
