A steering apparatus (1) is provided with a first shaft (3) connected to a steering wheel (2), a second shaft disposed eccentrically relative to the first shaft (3), and a joint mechanism that connects the first shaft and the second shaft to each other. The joint mechanism (5) is provided with a cam (7) having a cam groove (6) that extends in an orthogonal direction to the first shaft (3), a cam follower (8) provided so as to be able to slide in the cam groove (6), and an eccentric pin (10) that connects the second shaft (4) and the cam follower (8) at a position eccentric to the second shaft (4). An outer tube (11) serving as a protective member is disposed coaxially with the eccentric pin (10) to enclose the outer periphery of the eccentric pin (10). The eccentric pin (10) and the outer tube (11) are at least partially disposed in the cam groove (6).
