<P>PROBLEM TO BE SOLVED: To provide a tape-shaped heater easy to fabricate in the field because it uses conductive powder such as carbon nanotube powder as a heating element for a self-temperature-control function (PTC property) to eliminate the need for a thermocouple and a temperature control device, and to provide a manufacturing method thereof. Ž<P>SOLUTION: The tape-shaped heater includes the heating element 5 formed of a heat resistant electric insulating yarn bent to form a heating circuit, and two heat resistant electric insulating sheets 1 between which the heating element is held. The manufacturing method includes a step of erecting a plurality of pins 2 on desired sites on the face of one of the heat resistant electric insulating sheets, a step of arranging the heating element on the face of one of the heat resistant electric insulating sheets in engagement with the pins to form the desired heating circuit, a step of adhering the heat resistant electric insulating sheet to the face of one of the heat resistant electric insulating sheets via the heating element, and a step of removing the pins from the heat resistant electric insulating sheet.
