PROBLEM TO BE SOLVED: To speedily and precisely determine a page image whether a page image includes an image or the page image does not include any image. SOLUTION: An apparatus includes acquiring means for acquiring the page image, extracting means for extracting area information including area existence information relating to a text area and an image area from the page image obtained by the acquiring means, calculating means for calculating image feature amount of each block by dividing the page image into a plurality of blocks, and determining means for determining the page image whether or not the page image includes an image based on the area information extracted by the extracting means and the image feature amount of the block calculated by the calculating means.
