<P>PROBLEM TO BE SOLVED: To provide a mobile communication method capable of generating "short MAC-I" included in "RRC Connection Re-establishment Request". Ž<P>SOLUTION: The mobile communication method includes: a step in which an RRC layer function generates RRC-PDU for "RRC Connection Re-establishment Request" including a predetermined "short MAC-I"; a step in which a PDCP layer function generates "MAC-I" from the received RRC-PDU for "RRC Connection Re-establishment Request" by using a predetermined algorithm; and a step in which the RRC layer function extracts a predetermined bit of the "MAC-I" and sets it in second verification information in the RRC-PDU for "RRC Connection Re-establishment Request".
