<P>PROBLEM TO BE SOLVED: To obtain a radio base station that performs scheduling in such a way that a link margin can be secured when a downlink transmission wave of another radio base station interferes. Ž<P>SOLUTION: The radio base station adopts a TDMA/TDD (Time Division Multiple Access/Time Division Duplex) system as a communication system. The radio base station includes a second scheduling section 34. When transmission requests of user data are received from a plurality of terminals, the second scheduling section compares an estimated reception level of the user data with a threshold specified so as not to be affected by downlink interference of a neighboring radio base station, in the order starting from a terminal having the highest estimated reception level of the user data, and assigns a terminal whose estimated reception level exceeds the threshold, to an uplink TDMA slot.
