<P>PROBLEM TO BE SOLVED: To simplify and downsize a manufacturing device by omitting a bending step to be added. Ž<P>SOLUTION: Firstly, a floating die 10 is held at the middle portion on a shaft raw material 8. The floating die 10 is restricted not to move in the directions other than a predetermined direction SD in the radial direction of the shaft raw material 8. Secondly, the shaft raw material 8 is swaged by applying a compression load to the material 8 in the radial direction, and the floating die 10 is moved in the predetermined direction SD to buckle the middle portion in the predetermined direction SD.
