<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that performs processing for preventing toner scattering. Ž<P>SOLUTION: Before a toner image (A) is transferred to transfer paper, an electrostatic latent image (B) having the same polarity as the toner is formed in an area of the transfer paper to which the toner is not transferred. Since the electrostatic latent image is formed at a portion on the transfer paper to which the toner is not allowed to adhere, a toner scattering phenomenon is suppressed.
