<P>PROBLEM TO BE SOLVED: To avoid stress applied to a feeder wire and its connection part during molding and after molding of synthetic rubber. Ž<P>SOLUTION: A sheet-shaped electrical heating element 5 is bonded to a surface of a core body 1, and an electric wire 7 is connected to the sheet-shaped electrical heating element 5. A ring-shaped portion 2 is formed along a circular arcuate end edge of the core body 1, and a circular arcuate base member 13 is mounted along the ring-shaped portion 2. The electric wire 7 drawn on the base member 13 and a connection part to the electrical heating element 5 of the electric wire 7 are covered by a circular arcuate cover member 14. Synthetic rubber is molded on inner/outer surfaces of the core body 1 assembled in this manner, an outer surface of the ring-shaped portion 2, an outer surface of the base member 13, and an outer surface of the cover member 14.
