PURPOSE: An apparatus and method for discriminating of valid mobile subscriber identity in mobile communication terminal are provided to improve security by using the IMSI(International Mobile Subscription Identifier) of the replaced SIM card. CONSTITUTION: The memory(106) stores 'the packet temporary identifier allocated from network. The SIM card(104) stores the packet temporary mobile subscriber identity and IMSI. The controller(100) compares 'the packet temporary mobile subscriber identity value saved in the memory and SIM card'. The identifier transmitted is decided according to the comparison result.
