<P>PROBLEM TO BE SOLVED: To provide a charger for portable devices that is capable of flexibly coping with battery exhaustion in a portable device away from home. Ž<P>SOLUTION: The charger 10 for portable devices includes: an electrical double layer capacitor 12; a charge control unit 14 that charges the electrical double layer capacitor 12 with the electrical energy of the battery of a portable device 11a; and a discharge control unit 16 that discharges the electrical energy charged in the electrical double layer capacitor 12 to charge the battery of any other portable device 11b. Thus the electrical double layer capacitor 12 is charged once and then the battery of any other portable device 11b is charged from the electrical double layer capacitor 12.
