PROBLEM TO BE SOLVED: To provide a heater unit and a seat heater excellent in intensity and workability, as well as a seat mounting them. SOLUTION: The heater unit 31 and the seat heater mounting the same consist of a base material 11 and a cord-like heater 1 arranged on the base material in a given pattern shape. The base material 11 is provided with an opening 71, divided into a plurality of pieces by a bridging part 73. The bridging part 73 is given notched parts so as to be extended. The seat is provided with a skin cover and a cushion material, which former is equipped with a hang-in part to be hung into the cushion material, and either the heater unit or the seat heater is arranged between the skin cover and the cushion material.
