<P>PROBLEM TO BE SOLVED: To avoid an ultimate assist stop of EPS1 without weakening an assisting force even when EPS1 is in trouble. Ž<P>SOLUTION: ECU 6 controls operation of an electric motor 2 based on two electrical outputs obtained from hall ICs 13 and 14 of a torque sensor 5. A microcomputer 30 and a power source output circuit 34 of the ECU 6 function as a variable voltage means that temporarily varies applied voltages to the hall ICs 13 and 14 when there is a failed IC among the hall ICs 13 and 14. The microcomputer 30 also functions as a failed IC identifying means for identifying the failed IC based on transition of the electrical outputs when the applied voltages are temporarily varied. Thereby, the failed IC can be certainly identified and the assist by the EPS1 can be continued without weakening the assisting force based on the electrical output obtained from the non-failed IC.
