PURPOSE: A medicinal herb pad containing a substrate and drug layer is provided to ensure the effects of sterilization of harmful bacteria and recovering skin. CONSTITUTION: A medicinal herb pad(10) contains a substrate in which a light emitting device for sterilizing and recovering the skin is mounted; and a drug layer(12) for inputting drug component through the skin. The light emitting device has a through hole(13) in the drug layer to exposure to the skin. The substrate is a flexible soft circuit substrate and additionally comprises activation device for drug absorption. The activation device for drug absorption is magnet or low frequency generator. The light emitting device plural light emitting diodes(14) which irradiates UV ray and infrared ray. The substrate has an electrode pattern for supplying powder to the light emitting diodes.
