<P>PROBLEM TO BE SOLVED: To eliminate block distortion without incurring unwanted blurring. <P>SOLUTION: A strength of filtering and a possibility of filtering, in selectively filtering a boundary between adjacent two blocks inside a reconstructed image, are determined by boundary. The determination means determines to perform filtering when at least one of the adjacent two blocks is intra-coded (1), and not to perform filtering when both the adjacent two blocks are not intra-coded, a transform coefficient, that is not zero, is not coded in both the adjacent two blocks, the adjacent two blocks are predicted from the same reference frame, and an absolute value of a difference between motion vectors of the adjacent two blocks is smaller than a prescribed threshold (2). <P>COPYRIGHT: (C)2010,JPO&INPIT |
