<P>PROBLEM TO BE SOLVED: To provide an interpolation frame creating apparatus which forms a motion vector to be used for creating an interpolation frame into the one suited for creating an interpolation frame indicating a more local movement. Ž<P>SOLUTION: The reliability of a motion vector assigned to a block and that thereof on the stationary side in the case assuming that the block is stationary are calculated, and the vector is corrected by weighing according to these ratios. Thus, the contribution of correction of the motion vector on the stationary side with reliability higher than or equivalent to that of the motion vector is reduced among peripheral motion vectors including the motion vector to be corrected, thereby making it possible to obtain the motion vector.
