<P>PROBLEM TO BE SOLVED: To reduce a dielectric breakdown defect by suppressing bubbles in a dielectric caused by resin contained in dielectric paste in a plasma display panel PDP. Ž<P>SOLUTION: An electric discharge electrode 103 is formed on a front plate 101, and a bus electrode 104 is formed on it. A dielectric layer 201 containing an oxidizer is formed on the bus electrode 104, and oxidation of remaining carbon in a surface of the bus electrode 104 is accelerated, and the carbon is promptly removed from the bus electrode surface. By this, generation of bubbles generating in the vicinity of a bus electrode 104 is prevented.
