<P>PROBLEM TO BE SOLVED: To provide a technique capable of improving or ensuring characteristics of a panel (cells) such as basic luminous efficacy and contrast while ensuring display luminance in consideration of the phosphor emission takeout efficiency of the panel. Ž<P>SOLUTION: A PDP manufacturing method has the step of roughening a film surface of a front substrate structure 11 (first surface 41 opposite to a display surface 40 (front surface), which faces a discharge space 13 (discharge cells 30)) such that the front substrate structure 11 has a haze of 10% to 70%.
