<p><P>PROBLEM TO BE SOLVED: To provide a tire noise reduction device having excellent durability and excellent low temperature durability of a sound absorbing material made of a porous material, and to provide a low noise pneumatic tire. <P>SOLUTION: The tire noise reduction device including an annular noise absorbing member which is made of a porous material, and which is arranged on the entire inner circumferential surface of a tire. A protective layer made of a thermoplastic elastomer composition obtained by dispersing elastomer in a thermoplastic resin is arranged between the outer circumferential surface of the annular noise absorbing member and the inner circumferential surface of the tire.
