<p><P>PROBLEM TO BE SOLVED: To measure the distance between a base station and a terminal without the need for synchronizing clocks among a plurality of base stations and inputting a positional relationship between and among the base stations. <P>SOLUTION: A clock phase shift section 210 shifts a clock used for generating a communication pulse by a specific amount of a phase shift at 100 nanoseconds. An A-D conversion section 211 uses the shifted clock to convert a signal reradiated from a terminal 103 to a digital signal. A correlation operation section 212 performs the correlation operation of a digital signal and a transmission pulse, and forms a delay profile obtained by adding the digital signals in the shifted phase for each identical phase. An arrival wave detection section 213 detects the peak of a pulse in the delay profile.
