<P>PROBLEM TO BE SOLVED: To solve a problem that, when a motion model of a targeted object is a constant speed translatory motion, a motion of the targeted object before and after changing the direction and speed cannot be accurately analyzed since the targeted object changes its direction and speed. Ž<P>SOLUTION: A target motion analyzing method comprises detecting a targeted object's change in the direction and speed and presuming the time of change in the direction and speed by using time-series observation data, and solving, using the time-series observation data, a non-linear optimization problem, presumption parameters of which are positional coordinates of the targeted object at standard time, and the direction and speed of the targeted object at each uniform speed translatory section before and after the presumed time of the change in the direction and speed.
