PROBLEM TO BE SOLVED: To discriminate a character region more precisely than before while suppressing a necessary memory capacity in the discrimination of the character region. SOLUTION: An image forming apparatus 1 is provided with: a second edge extraction part 107 for extracting an edge of a partial image included in a prescribed region inside an original image; a resolution conversion part 101 for generating a low resolution image of the partial image; a first edge extraction part 102 for extracting an edge of the low resolution image; a closing part 103 for performing closing processing on an edge extracted by the first edge extraction part 102; a negative positive discrimination part 105 for discriminating whether each pixel inside the low resolution image is a pixel in a positive region or a pixel in a negative region inside the low resolution image; and a character attribute discrimination part 109 for extracting a pixel configuring characters on the basis of a pixel of the edge extracted by the second edge extraction part 107, a result of processing of the closing part 103, and a result of discrimination of the negative positive discrimination part 105.
