<P>PROBLEM TO BE SOLVED: To provide a water retaining member and a watering structure which can supply water sufficient to satisfy the amount of evaporation to the surfaces of the water-retentive blocks and the like, and can stably cool the water-retentive blocks, and a method for supplying water to the water-retentive blocks of the watering structure. Ž<P>SOLUTION: The watering structure includes a plurality of the water retaining members 1 laid flat on a roadbed so as to be adjacent to each other, joint sand 12 for the water retaining member, having water retentivity, water permeability, and pumpability, and filled in gaps between a plurality of the water retaining members 1, a plurality of water-retentive blocks 14 having water retentivity and water permeability, and laid flat on the water retaining members 1 so as to be adjacent to each other, and joint sand 15 for the water-retentive block having water retentivity and water permeability, and filled in gaps between a plurality of the water-retentive blocks 14, and having pumpability which pumps up the water 2, led to the outside of the water retaining member 1 with the water conducting member 7 of the water retaining member 1, by capillary force in cooperation with the joint sand 12 for the water retaining member.
