Provided is a semiconductor integrated circuit device which achieves a lower power consumption LSI and a reduction in power consumption of the LSI without degrading other performances.  A lower power consumption LSI (101) is provided with an aged deterioration factor table (104) for storing mainly the operating voltage value obtained by subtracting a voltage corresponding to an aged deterioration margin from a reference voltage in the early stage of an operation in which aged deterioration rarely occurs, and, with the progress of the aged deterioration, storing the operating voltage value that stepwise approaches the reference voltage in order to ensure the same performance.  A power supply voltage control unit (102) acquires the optimum operating voltage value from the actual use time stored in a nonvolatile storage device (105) and the value of the aged deterioration factor table (104) and changes the power supply voltage according to the acquired operating voltage value.
