<P>PROBLEM TO BE SOLVED: To provide a forming method of a phosphor film on an inner surface of a glass tube bulb, capable of reducing deposition of impurity gas such as floating particulate substance to the phosphor coating film and inhibiting degradation of lamp performance (life performance) characteristics such as a degradation of luminous flux accompanying lighting time elapse of a fluorescent lamp, and provide a forming device of the phosphor coating film. Ž<P>SOLUTION: The forming method of a phosphor coating film and the forming device 1 of the coating film include a process in which phosphor slurry composed of a substance of which the main composition is phosphor particulate powder and a volatile organic compound solvent is coated on an inner surface of a glass tube bulb B, a process in which clean gas exhausted from a VOC treatment unit is injected into the glass tube bulb B so as to dry the phosphor slurry coating film, and a process in which the phosphor slurry is calcined to form the phosphor coating film on the inner surface of the bulb B.
