<P>PROBLEM TO BE SOLVED: To provide a starting device for an internal combustion engine capable of improving sealing performance of a power transmission mechanism. Ž<P>SOLUTION: This device is provided with the power transmission mechanism including an outer race plate 20 fixed on a crankshaft 11, a ring gear provided on the crank shaft 11 via a bearing 40, a one-way clutch, and an oil seal. Lubricating oil is supplied to an inside of the power transmission mechanism. The mechanism is provided with a seal member 70 including an annular base part 71 made of metal material and an annular seal part 72 made of rubber material and formed integrally with the base part 71. Movement of the base part 71 is restricted by abutment of the outer race plate 20 and the bearing 40. The seal part 72 is pressed against a whole circumference of a contact part of the crankshaft 11 and the outer race plate 20 so as to shut off communication between an oil passage and the contact part of the crankshaft 11 and the outer race plate 20.
