<P>PROBLEM TO BE SOLVED: To cover the surface of a toilet seat with a flat strip-shaped sheet in the circumferential direction. Ž<P>SOLUTION: A toilet seat shape is divided into a plurality of toilet seat blocks 10, 11, 12, 13, 14 and 15 which are arranged in the circumferential direction, and sheet feeding direction changing devices 17 are disposed in the vicinity of gaps 16a, 16b, 16c, 16d and 16e between adjacent blocks on the rear surface. By winding the flat strip-shaped sheet 18 disposed on the front surface side of the respective toilet seat blocks 10, 11, 12, 13, 14 and 15 around the sheet feeding direction changing devices 17 through the respective gaps 16a, 16b, 16c, 16d and 16e, the end edge of the strip-shaped sheet 18 on the toilet seat center side passes through a longer pathway than the end edge on the toilet seat outer peripheral side, so that the strip-shaped sheet 18 disposed on the front surface side of the toilet seat blocks 10, 11, 12, 13, 14 and 15 is bent toward the center of the toilet seat at the positions of the respective gaps 16a, 16b, 16c, 16d and 16e sequentially to be disposed along the whole circumference of the toilet seat.
