<P>PROBLEM TO BE SOLVED: To provide a programmable logic circuit to be easily connected to a high order apparatus on the occasion of configuration, and reusable even after it is mounted on a substrate. <P>SOLUTION: A USBI/F1a connected to a high order apparatus 10 and a substrate 30 in USB connection is prepared in a FPGA (Field Programmable Gate Array) 1. When the programmable logic circuit is connected to the high order apparatus 10 by the USBI/F1a, software for creating configuration data is activated by the high order apparatus 10. Upon receipt of the configuration data created by the software via the USBI/F1a, a logic circuit based on the configuration data is designed in a user area 6 of a logic circuit portion 2.
