<p><P>PROBLEM TO BE SOLVED: To provide a function assignment method, capable of taking advantages of an FF face plate block and a simple universal block to attain effective use of resources of a function block. <P>SOLUTION: Whether use of the FF phase plate block or active use of the simple universal block can be designated for each type of FF function blocks.
