PROBLEM TO BE SOLVED: To provide an aqueous dispersion type adhesive composition with which an adhesive layer having high moisture resistance and high water resistance is formed, and its method for manufacturing, and to provide an adhesive sheet having the adhesive layer formed of the adhesive composition. SOLUTION: The aqueous dispersion type adhesive composition is characterized in that it contains an aqueous dispersion type polymer, obtained by polymerizing a raw monomer material comprising a 2-18C alkyl (meth)acrylate as a main constituent and including unsaturated monomer containing a carboxy group of 5 wt.% or less with respect to the total weight of the raw monomer material by using a nonionic surfactant containing a hydroxy group of 0.1-10 pts.wt. with respect to the total amount of the raw monomer material of 100 pts.wt. as an emulsifier and a non-salt type polymerization initiator of 0.001-1 pt.wt. with respect to the total amount of the raw monomer material of 100 pts.wt. as a polymerization initiator, of 100 pts.wt. and an isocyanate compound of 0.1-20 pts.wt.
