PROBLEM TO BE SOLVED: To provide a system which minimizes user's anxiety by preventing competition among jobs while a general user is charged.

SOLUTION: In the billing printing system, when a general user is charged before a printing job for a contract user is registered, the printing job for the contract user is not accepted, and when a printing job for a contract user is registered before a general user is charged, a job for charging the general user is not accepted, to prevent competition between the jobs while a general user is charged.
