According to one embodiment, a video coding device includes: a bi-directional predictor that generates a predicted image of an image to be coded by using a reference image, which includes a decoded image of a bi-directionally predictive coded image, and motion vector information; and a coder that codes a prediction error between the image to be coded and the predicted image.
