<P>PROBLEM TO BE SOLVED: To provide a hybrid developing toner capable of performing toner development which is stable for a long period, and to provide a developer and an image forming device. <P>SOLUTION: The hybrid developing toner includes: toner particles including at least a binder resin and a coloring agent, to be charged by frictional contact with a carrier; reverse polarity particles whose number average primary particle size is 95-850 nm, to be charged to a reverse polarity to the charged polarity of the toner particles by the frictional contact with the carrier; and same polarity particles whose number average primary particle size is 80-800 nm and whose shape factor is 100-160, to be charged to the same polarity as the charged polarity of the toner particles by the frictional contact with the carrier.
