PROBLEM TO BE SOLVED: To provide an internal combustion engine controller designed to ensure that required responsiveness is obtained as actual torque responsiveness with respect to torque demand even when the torque responsiveness in respect of the actuation of a particular actuator is affected by the operating conditions. SOLUTION: A response compensating filter 6 is provided at a preceding stage to an air inverse model 10, and target torque which has been corrected by the response compensating filter 6 is converted by the air inverse model 10 to obtain a target opening degree of a throttle 2. A time constant kTO of the response compensating filter 6 is set on the basis of the operating conditions of the internal combustion engine so that the actual torque responsiveness produced with respect to torque demand reaches a preset standard responsiveness.
