<P>PROBLEM TO BE SOLVED: To provide a paper feeder and an image forming device allowing adjustment and release of separation pressure with a relatively simple construction, having little deterioration of pressing force with age and little affection to other components. Ž<P>SOLUTION: Sheets P are pressed against a separation pad 16 by a paper feed roller 11 sending out the sheets P and are separated one by one. The paper feeder has a bias means comprising an air bag 31 or the like for pressing the separation pad 16 against the paper feed roller 11 with air pressure, a pair of conveyance rollers 18 conveying the separated sheets P, a conveyance sensor 19 detecting the sheets P, a sheet kind detection means distinguishing the kind of the fed sheets P, and a sheet conveyance abnormality detection means distinguishing sheet conveyance abnormality according to whether a sheet member detection means detects the sheets within a prescribed time, can vary and release pressure of the separation pad 16 to the paper feed roller 11 with the relatively simple construction and lessen variation of the pressing force with age.
